Annual TV Children’s Commercial Time Limits Records Due in Public File.
Each commercial full power and Class A TV station must upload records to substantiate the station’s certification, made in its license renewal application, of compliance with the commercial limits on children’s programming. These records must be uploaded to the station’s online public inspection file in the OPIF system (https://publicfiles.fcc.gov).
As part of the 2019 overhaul of the children’s television programming rules, the FCC did away with required quarterly uploads of such records and harmonized the upload date with the annual Children’s Television Programming Report filing deadline. To satisfy the annual filing requirement, within 30 days of the end of the year (i.e., by January 30 each year) stations must upload records substantiating compliance with the commercial limits in children’s programming, and these records should remain in the public file for the duration of the license term. This year, because January 30, 2021, falls on a Sunday, the filing deadline is extended until the next business day—January 31, 2021.
